The Hong Kong Monetary Authority (HKMA) has announced the launch of the second phase of its central bank digital currency (CBDC) pilot program, known as e-HKD, according to a Sept. 23 statement.

The second phase will delve into advanced use cases for digital money, emphasizing e-HKD and tokenized deposits for individuals and businesses. The first phase focused on testing CBDC applications in domestic retail payments, offline transactions, and the settlement of tokenized assets.

The HKMA stated that the initiative has evolved from its original e-HKD focus and is now rebranded as Project e-HKD+ to align with the changing fintech landscape.

e-HKD Applications

The HKMA has engaged 11 firms from various sectors to investigate e-HKD applications in three main areas, including tokenized asset settlement, programmability, and offline payments.

Some of the participants reportedly involved in phase 2 include ANZ, Airstar Bank, Aptos Labs, BlackRock, Bank of Communications (Hong Kong), ChinaAMC, China Mobile, DBS, Fidelity International, Kasikornbank, and Sanfield.

The HKMA stated that these firms will evaluate the commercial viability of new digital money forms within real-world settings, aiming to enhance accessibility for individuals and corporations.

The results of Phase 2 will provide insights into the practical challenges of creating a digital money ecosystem that integrates both publicly and privately issued digital currencies. Project e-HKD+ will further develop the necessary technology and legal framework to support potential future issuance of e-HKD for both individuals and businesses.

To foster collaboration, the HKMA will establish the e-HKD Industry Forum. This platform will enable participating institutions to discuss common challenges and explore the scalable implementation of new digital money forms. Industry-led working groups will address specific topics, initially focusing on programmability.

Similar to Phase 1, an e-HKD sandbox will be available for pilot participants to facilitate prototyping, development, and testing of use cases. During Phase 2, the HKMA will collaborate closely with the selected firms over the next 12 months to share key findings with the public by the end of next year.

HKMA chief executive Eddie Yue stated:

“Project e-HKD+ signifies the HKMA’s commitment to digital money innovation.  The e-HKD Pilot Programme has provided a valuable opportunity for the HKMA to explore with the industry how new forms of digital money can add unique value to the general public.  The HKMA will continue to adopt a use-case driven approach in its exploration of digital money.”

North Carolina’s lawmakers have overturned Governor Roy Cooper’s veto on a bill that would have prevented the state from implementing a central bank digital currency (CBDC).

On Sept. 9, the Republican-controlled Senate approved House Bill 690 with a 27–17 vote, surpassing the 60% threshold needed to override the governor’s rejection. This effectively prevents North Carolina from accepting payments in a CBDC and participating in the Federal Reserve’s CBDC trials.

Governor Cooper initially vetoed the bill in July, arguing it lacked clarity and was a reactionary measure. He emphasized that the bill did not address immediate threats and urged lawmakers to focus on cybersecurity-related budget matters.

However, Dan Spuller, head of industry affairs at the Blockchain Association, criticized the veto, calling it a missed opportunity to take a firm stand against CBDCs. He added:

“Thankfully, [North Carolina lawmakers] have shown true leadership by ensuring that DigitalAssets policy remains in the hands of the American people, assuring that any development of digital currency upholds our values of privacy, individual sovereignty, and free market competitiveness.”

CBDCs

CBDCs are digital versions of government-issued currencies built on blockchain technology to facilitate fiat currency transactions.

The Atlantic Council’s CBDC tracker shows that these currencies are gaining momentum worldwide, with countries representing 98% of global GDP exploring their implementation.

Notably, financial organizations like the International Monetary Fund (IMF) have argued that the assets could advance economic inclusion and lower the cost of financial services. However, the IMF also warned that the currency could also affect the financial stability of the issuing country.

Despite their global popularity, CBDCs are a divisive issue in the US. Democrats, like Senator Elizabeth Warren, advocate for their use, while Republicans, such as former President Donald Trump, oppose them.

Meanwhile, the Federal Reserve remains undecided about launching a CBDC. The regulator has noted that any such decision would require legal authorization.

Central Bank Digital Currencies (CBDCs) could enhance financial inclusion in the Middle East and improve cross-border payments, according to a survey by the International Monetary Fund (IMF).

The regulator pointed out that about two-thirds of Middle Eastern countries are exploring these national digital currencies, with 19 still in the research phase. However, some countries, such as Bahrain, Georgia, Saudi Arabia, and the United Arab Emirates, have moved to the proof-of-concept stage. At the same time, Kazakhstan has had two pilot programs for its digital currency.

Potential benefits

The IMF emphasized the importance of a seamless cross-border payment system for a region with many oil exporters.

According to the regulator, cross-border payments in the Middle East often face challenges such as different data formats and varying operating and compliance rules. However, CBDCs can help resolve these issues while reducing the transaction costs attached to the traditional financial system.

Notably, some countries in the region have already introduced cross-border payment platforms, but CBDCs are expected to advance financial services further.

Besides the cross-border potential use of these currencies, CBDCs can also enhance financial inclusion within the region. The regulator stated:

“CBDCs can advance financial inclusion by fostering competition in the payments market and allowing for transactions to be settled more directly and with less intermediation, in turn lowering the cost of financial services and making them more accessible.”

IMF noted that central banks, through their CBDCs, can also help keep transaction costs cheaper because they aren’t concerned with making a profit. It added:

“The resulting increased competition in the payments market from a CBDC could also encourage upgrading technology platforms and the efficiency of payment services, helping financial services reach more people.”

Barriers

The IMF cautioned that various challenges could significantly hinder the potential benefits of a CBDC. These challenges include low digital and financial literacy levels, lack of identification, distrust in financial institutions, and low wealth.

Moreover, the IMF noted that CBDCs might affect the financial stability of the issuing country. This concern arises because approximately 83% of bank funding in the region comes from deposits, which CBDCs would directly compete with.

It explained:

“Deposits make up a large share of bank funding in the region, about 83 percent. Because a CBDC may compete with bank deposits, it could weigh on bank profits and lending and have implications for financial stability.”

The Republican Party of Idaho has vehemently opposed the creation of a Central Bank Digital Currency (CBDC) in the United States, advocating instead for using decentralized digital currencies like Bitcoin.

This stance was outlined in a recent report from the party’s 2024 convention platform committee session. The report stated:

“We oppose the creation of a Central Bank Digital Currency, the regulation and/or excessive taxation of decentralized digital currencies such as Bitcoin, and we affirm the right of individuals to engage in commerce and exchange with cash, barter, precious metals, and decentralized digital currencies.”

The proposal also supported the abolishment of the Federal Reserve Bank, arguing that “the issuing power [should be] restored to the people with the stipulation that the US dollar be backed by gold, and silver, or other stores of value.” It added:

“We believe Idahoans need to protect their savings from the ravages of inflation, which is hidden taxation, and encourage citizens to participate in a systematic acquisition of precious metals or other
assets which represent real value as opposed to fiat currencies.”

Dennis Porter, CEO of Satoshi Act Fund, remarked that this move signifies the party’s commitment to protecting the right to use Bitcoin and opposing a CBDC.

CBDCs are blockchain-based versions of government-issued currency designed to expedite fiat currency transactions compared to traditional banking infrastructure. These currencies have gained traction worldwide, with a recent Bank for International Settlements (BIS) survey revealing that  94% of central banks worldwide are exploring the initiative.

However, opinions on this kind of currency vary along partisan lines in the US, with Democratic figures, such as Senator Elizabeth Warren, supporting CBDCs because they could address issues within the banking sector.

Conversely, Republican stakeholders like Senator Ted Cruz and Donald Trump have strongly opposed a CBDC. During his ongoing re-election campaign, Trump has labeled the currency as a potential tool for government tyranny and a means for the government to exert complete control over individuals’ finances.

Meanwhile, the Federal Reserve has also expressed skepticism about introducing a CBDC. The financial regulator’s website states that no decision has been made on issuing a CBDC and that it would only proceed with authorization by law.

According to the GreySpark Partners ICO report that covers 1,900 ICOs, over 890 of the ICOs failed to raise any money. As a result, by July 2019 more than 800 cryptocurrencies were dead. With more than 50 per cent of all initial coin offerings (ICOs) that started in 2017 and 2018 failed to raise a single dollar.

What once looked like a valid alternative to Initial Public Offering (IPO) failed miserably. Some of the major challenges this form of crowdfunding struggled with are:
• the possibility of scams
• disappointing product developments
• lack of interest and necessary traction
• challenges in execution
• no existence or decline of a suitable market
• poor marketing or go-to-market strategy

With the traditional institutions warming up to crypto industry, the methods of crowdfunding are evolving. Many of the budding crypto projects are opting for a crypto launchpad to raise capital because of following advantages:
• Crypto launchpad act as a vetting process for new projects. Thus, they protect investors interest.
• They lower the barrier to entry for investors as the launchpads provide token purchasing privileged to investors at a reduced price before tokens hit the market.
• Crypto launchpads provide a way to raise capital for new projects.
• Safer platform than ICOs.
• Communities convolute and create a network effect for better community building.
